Your iPhone can therefore be full even when you still have plenty of space available in iCloud.

This shows the storage physically available on the iPhone and what is using it.
The screen may also show recommendations for freeing space.

This shows how much of your iCloud storage is being used and which iCloud services are using it.
This number is separate from the number shown under iPhone Storage.
Why didn’t buying more iCloud fix my full iPhone?

Full-resolution originals remain in iCloud and the iPhone can keep smaller versions locally when it needs space.
The photos still appear in the Photos app.
When a full-resolution original is needed, the iPhone can download it again when connectivity allows.
Important
iCloud Photos is a synced photo library.
Deleting a photo from the Photos app while iCloud Photos is enabled can also delete that photo from your other devices using the same iCloud Photos library.
Optimize storage and delete photos are not the same thing.
What if my iCloud storage is full too?
That is a separate problem.
If iCloud is full, iCloud features may stop staying fully up to date until you free some iCloud space or increase the iCloud storage plan.
